This booklet summarizes the proceedings of a forum on the state of federal information policies as they relate to aiding American competitiveness in industrial and information markets at home and abroad. Speakers whose remarks are summarized include Librarian of Congress James H. Billington; New York Congressman Sherwood Boehlert, the keynote speaker; and Dr. Richard Rowberg, chief of the Science Policy Research Division, Congressional Research Service (CRS), Library of Congress. Panelists for the morning session, which focused on the collection and dissemination of foreign scientific and technical information, included Dr. Christopher T. Hill, senior specialist in Science and Technology, CRS; Barry C. Beringer, associate under secretary for economic affairs, Department of Commerce; Charles T. Owens, head of the Information and Analysis Section, Division of International Programs of the National Science Foundation; and Dr. Michael Maccoby, director of the Project on Technology, Work, and Character in Washington, DC. Richard Simons, director of International Affairs and general counsel of Dialog Information Services, Inc., presided over the afternoon session, which considered the development of policies to enhance competitiveness of the U.S. information product. Afternoon speakers included Dr. Peter Hernon, professor at the Graduate School of Library and Information Science of Simmons College, Boston, Massachusetts; Marvin I. Weinberger, senior vice president for marketing and corporate development of Telebase Systems; Patrick Gibbins, managing director of Archetype Systems in London; and Dr. Herbert R. Brinberg, president and chief executive officer of Wolters Samsom U.S. Corporation. (EW)
