During the 1970's, rapid growth in the number of foreign students led several countries to introduce quotas or differential fees. This paper analyzes the effects of Britain's full-cost fees (instituted in 1980), which caused a reduction of students from developing countries. A targeted scholarship policy is helping to redress this imbalance. Contains two tables and 25 references. (MLH)
