Two papers on performance indicators are presented: (1) "Quality Control in Education: The Use of Performance Indicators," by Ernest Theodossin, and (2) "Developing and Using a Performance Indicator Instrument," by Theodossin and Craig Thomson. The first paper looks at the relationship between colleges and the manufacturing industry and service industries in terms of quality control and lists the activities involved in service industry quality control. Such a system for educational organizations requires an understanding of the perceptual differences between the client (students and employers) and provider (managers). Some of the performance indicators delineated are provider performance indicators of efficiency, client performance indicators of efficiency, provider performance indicators of effectiveness, and client performance indicators of effectiveness. The advantages and limitations of performance indicators are listed. The management accountability process involves gathering, analyzing, and interpreting data as well as obtaining more data and acting on it all. Managers must use performance indicators to note possible problem areas. The second report reviews a national survey of 2500 college students on client satisfaction. It analyzes the data from the Responsive College Programme in terms of creating a performance indicator instrument. Tables showing the statistics from the survey are included along with an appendix that provides a general description of the questionnaire. (SM)
