In February 1986, a study was conducted by the Commission on Instruction of the California Association of Community Colleges to investigate the influence of the 1984 and 1985 high school graduates on community college enrollment patterns. Study findings, based on a 98% response rate from the 106 colleges surveyed, included the following: (1) transfer program enrollments had increased at the expense of enrollments in vocational programs; (2) enrollments had increased in basic skills and English as a Second Language courses; (3) there were increased needs for special services for students with learning disabilities; (4) students had increased needs for focused counseling services, tutoring, counselor intervention, career information, and skills assessment; and (5) seven influences on the community college enrollment of high school students were identified, including aggressive outreach by four-year colleges, more opportunities for low-level employment, increasing dropout rates, a declining image for community colleges, changing high school emphases from vocational education to college preparatory courses, and the reduction/elimination of high school course electives. Based on study findings, eight recommendations were developed for improving accountability, programs, and working relationships, and nine policy considerations were identified. (AJL)
