Superintendent Assessment of Metropolitan Collaboration in Selected Districts of the Greater Boston Area.

This study was initiated to determine the significant issues affecting metropolitan collaboration, as perceived by superintendents of selected districts in the Greater Boston Area. It was also intended to determine the existence of differences among superintendents in their perception of issues. The issues identified were those of community considerations, financial considerations, program considerations, and coordinating agency considerations. Described findings indicated that financial consideration is the high priority issue in this area, and that the conception of a coordinating agency depends upon acceptable finance plans. Responses indicated an emphasis on acceptance of voluntary collaborative programs only. Significant differences in perceptions of issues were not evident in collective positive negative responses. Findings indicated support for programs of assistance but are reflective of the need for a more coherent pattern of collaborative efforts. The study was directed toward the need for administrative participation in collaborative program planning, as determined by previous research. Findings are intended to be instrumental in helping collaborative efforts to be more responsive to local needs by resolving issues considered significant in the selected districts. (Author/AM)
