The Development and Implementation of a Comprehensive Reading Plan and Program To Improve Standardized Reading Scores in the Third Grade.

Designed to improve standardized reading scores, a structured reading program was implemented for third grade students at Community Elementary School 73 in the Bronx, New York City. From 1982 to 1987, this school ranked near the bottom of all New York City elementary schools in reading achievement, a ranking based primarily on results of reading and mathematics tests (New York State Pupil Evaluation Program Tests) given in grade three. In order to improve reading scores on this test, a monthly reading plan for third grade teachers was developed. In addition to the Ginn basal reading series, the plan included: specific vocabulary, phonic elements, reading skills, cloze strategies, writing strategies, and suggested books for reading aloud to students. A series of workshops were conducted which improved reading pedagogy. This highly structured reading plan and program helped improve the reading scores of third grade students at this school from 17.2% reading at or above grade level in the spring of 1987 to 41.3% in the spring of 1988.
