The term "problem-solving" covers three steps of the comprehensive planning process: problem analysis, generation of alternative solutions, and selection of policies or programs from those solutions. After goals have been developed and needs assessed, the problem-solving process begins with identification and definition of the specific nature of the problem to be solved, followed by an analysis of the problem's cause. Once causes are determined, cost-effective alternatives can be sought for solving the problem. The final step is selection of one of these alternatives. This description of the problem-solving process is intended to assist educators facing newly developed situations as well as those engaged in more comprehensive planning. The handbook presents four problem-solving models and two curriculum planning models that can be adapted to the needs of different situations. A brief discussion of techniques applicable to problem analysis and to the generation and selection of alternative solutions concludes the document. (Author/PGD)
