Developed as the direct result of the August 1982, International Federation of Library Associations (IFLA) Seminar on Better Journals for the Library Profession held in Montreal, Canada, this report is designed to provide broad guidelines for the editors of library journals through an examination of the fundamental problems of editing journals for the library profession, with particular attention to the situations encountered by editors in the Third World. Following an introductory discussion of the background of the publication, the following topics are discussed: (1) Goals and Motivation; (2) Character and Contents of Journals; (3) Editing--Skill or Profession?; (4) Editors and Authors; (5) Printing and Other Means of Reproduction; (6) Administration and Management; (7) Recurrent and Special Features; and (8) Bibliographic Control and Copyright. The text is supplemented with four figures, 26 references are listed, and an index is provided. A description of the growth of an Australian library journal from its beginning as a newsletter, and a bibliography of 13 IFLA Professional Reports are appended. (KM)
