A Clerical Classification Plan--A Process and a Product.
Webb, Kathleen S.; And Others
The study described the issue of classification of Schedule C classified personnel in the Mesa Public Schools (Arizona). This schedule consisted of 393 primarily clerical employees. Since 83 separate job classifications existed within a 30-grade salary schedule, the major concern was whether classification and reclassification of personnel in this schedule was equitable and comprehensive. This report presents the process, results, and recommendations of the study. A weighted-in-points classification system was developed and implemented in order to assess a point value and classification grade for each job position. Information was gathered from incumbent employees, their immediate supervisors, superintendents, and a steering committee. The results from the overall study recommended reclassification for 163 personnel, 109 of which were working in schools. Appendices (the major portion of this volume) include information on: (1) job classifications; (2) job task descriptions; (3) Schedule C classification weighting of job factors; (4) the classification instrument; (5) formula for weighted totals; (6) the response form; (7) total point value ranges for salary grades; (8) Schedule C classification of jobs, and rank order by present grade; (9) recommendations for classification and reclassification; (10) the proposed Schedule C job family organization; (11) the proposed classification and reclassification plan for Mesa Public Schools; and (12) the report of cost and number of personnel suggested by the classification study.
