Government investigations into alleged conflicts of interest in student-aid programs continue and now have widened to include study-abroad programs. It seems as if almost every day the news contains reports concerning possible questionable practices by colleges and universities. In this article, the authors discuss current scandals and possible areas of future inquiry, and list 10 rules aimed at helping college administrators, trustees, and legal counsel, as well as association executives, avoid conflicts of interest: (1) Do not use the excuse, "Everybody was doing it"; (2) Do not rely on "But we used the money for good purposes" either; (3) Find out what arrangements your administrators have made; (4) Do not wait for government regulators to show up; (5) Canvass potential problems; (6) Collect and evaluate existing policies; (7) Avoid piecemeal solutions; (8) Make sure the governing board understands its fiduciary responsibility; (9) Identify your truly independent trustees; and (10) Professional associations should be "part of the solution."
