The Education for All Handicapped Children Act of 1975, Public Law 94-142, represents the culmination of a "quiet revolution." The far-ranging provisions of P. L. 94-142 are causing many education personnel, including school counselors, to reevaluate their traditional roles in order to accommodate the needs of handicapped students. (Author)
