Describes record linkage as a data-generating technique, and presents a method for linking client records to live and stillbirth records, using 32,974 births in the Cleveland (Ohio) area. A computer program has been developed that analyzes data from interview transcripts, field notes, and other sources without a priori frameworks or the tedious categorizing of passages. Reorganization of data from a 1986 study of home care client placement for the elderly (N=18) allowed for user-specific reports to a variety of interested groups in the affected community. The techniques used to adapt and present the data are outlined. A short bibliography is appended. (TJH)

After a mailed questionnaire and two follow-ups, hard-core survey nonrespondents were contacted to ask why they had not responded and what they would have answered had they responded. Results from 28 subjects indicate that efforts to pursue nonrespondents may be unnecessary, because bias resulting from nonresponse appeared minimal. (SLD)

An approach to evaluation initiated by the Kellogg Foundation called cluster evaluation (not to be confused with cluster sampling) is described. Cluster evaluation provides a skilled, credible evaluator to work with a cluster of projects to assure that useful and defensible information is obtained for program evaluation. (SLD)

The experience of 10 years evaluating HIV risk-reduction intervention for drug users leads to the argument that program outreach workers are part of the intervention continuum and have important effects on service delivery. Data about outpatient treatment unit follow-up evaluations drawn from selected evaluation items in the recent National Drug Abuse Treatment Survey are reported. Directors and supervisors of 670 units completed surveys describing the follow-up studies. The majority of programs collecting follow-up data used the information for program change. (SLD)

The efforts of a committee to involve stakeholders, faculty in a department of nursing, in a program evaluation for accreditation, are described. Experiences over a five-year period are described, with an emphasis on strategies that fostered success. Implications for other educational evaluations are reviewed. (SLD)

Three trends that are projected for the future of evaluation are greater use of evaluation research in litigation; increasing integration of the social and natural sciences for certain kinds of evaluation research; and a move away from conventional statistics toward data analysis. (SLD)
