While studying testing programs in juvenile incarceratory facilities, the authors found that there may be racial bias in the tests, test items, and in the interpretation of the tests. Norm referenced data were utilized for determining the mastery cutoff score on a criterion referenced test. Once a cutoff score on the norm referenced measure is selected, the cutoff score on the criterion referenced measure becomes that score which maximizes proportion of consistent classifications and proportion of improvement beyond change. Cannell was published criticizing state reports based on national standardized testing of elementary school students that indicated that all 50 states were above the national average.
