Planning to Participate: The Role of High School Learning Plans in Promoting College Enrollment and Persistence

Postsecondary education (PSE) has increasingly become a requirement in today's global economy and has subsequently been an important topic of discussion at all levels of education across the United States. Policymakers and education practitioners continue to search for ways to help students prepare for next steps after high school. One potential means of easing the transition from high school to PSE is through the completion of a career/education plan. Using data from the High School Longitudinal Study of 2009, I explore how the completion of a career/education plan early in high school relates to immediate enrollment in PSE after high school and persistence in PSE. I find completion of a plan relates to higher probabilities of immediate enrollment as well as persistence. However, these results vary depending on the type of plan a student completed. Practical implications suggest that plans may be an easy tool to help improve college-going rates.
