In accordance with the 1976 Authorization Act of August 7, 1975, the National Science Foundation (NSF) prepared a plan for a Science for Citizens Program to be presented to Congress within six months. The program is designed to improve public understanding of public policy issues involving science and technology, to facilitate the participation of experienced scientists and engineers as well as students in public activities, and to enable non-profit citizens' public interest groups to acquire necessary technical expertise to assist them in dealing with the scientific and technical aspects of public policy issues. This report contains Science for Citizens Program options, an analysis of the information submitted by interested individuals and groups on which the options were based, and a review of the public participation process undertaken by NSF in planning the program. The program options include: registries of scientists and engineers, media programs to increase public understanding, state-based centers to support public programs in science and technology, and establishment of a national clearinghouse with regional branches, forums, conferences, and workshops.
