The hearings reported on in this volume address the issue of whether to extend for 5 more years certain elementary, secondary and other educational programs implemented under Title I legislation. While the major part of the document is concerned with services and student development under compensatory education (CE) programs, a brief section is also dedicated to the role of parental organizations in these programs. Material presented includes the proceedings of the hearings and papers, letters, and other documentary evidence introduced by participants. Discussion on funding of Title I programs centers around amounts of money available and the problems regarding equitable distribution of funds among the different states. Figures are presented concerning the scope of Title I and the populations affected by CE. The relationship of CE services to school desegregation, where these two coincide, are examined. Special programs for handicapped, migrant, and neglected or delinquent children are also discussed. A number of specific programs are described. The impact of Title I, pre and post program test scores are introduced as evidence of program effectiveness. (GC)
