This document provides transcripts of witness testimony and prepared statements from the first of three Congressional hearings called to examine at the local level the administration of the social security disability review program. Following the opening statements of Senators John Heinz and Charles H. Percy, testimonies are presented from three disabled individuals whose social security disability benefits were discontinued as a result of the Social Security Administration's review. Additional witness testimonies are included from the regional director, National Association of Disability Examiners; the executive director, Developmental Disabilities Protection and Advocacy Board; representatives of the Northwestern University Legal Clinic and the Legal Assistance Foundation of Chicago; the director of programs, Access Living of Metropolitan Chicago; the assistant to the governor of Illinois for human services; the director, Department of Rehabilitation Services, State of Illinois; and the administrator, Bureau of Disability Adjudicative Services, State of Illinois. Topics covered include the high percentage of wrongful terminations of benefits as a result of the reviews; the need to continue benefits to the disabled during the review process; and the necessity for legislation to ensure fairness in the review process.
