Opening statements by Senators Jeremiah Denton, Arlen Specter, and Jesse Helms discuss the need for this bill and its content. The text of the bill itself is included. Jack D. Smith, General Counsel of the Federal Communications Commission (FCC) testifies about his agency's concern for the constitutionality of laws regulating these forms of communications. James J. Clancy, a Los Angeles attorney testifies about his belief that the FCC and the Attorney General are not prosecuting pornographers as they should be now but that passage of this bill would assist in their prosecution. Bruce A. Taylor, vice president and general counsel of the Citizens for Decency Through law, testifies about his experiences with dial-a-porn and cable porn services and resulting court fights. Congressman Thomas J. Bliley, Jr., a proponent of anti-pornography legislation, gives testimony to his support of the bill under consideration. Lee Hunt and Harold L. Cole testify about their experiences as parents whose children had used dial-a-porn service. Barry W. Lynn, legislative counsel for the American Civil Liberties Union, testifies about his organization's opposition to this bill as representing steps in a rebirth of censorship. (ABL)
