This document presents a conference report submitted to accompany the Stewart B. McKinney Homeless Assistance Act (H.R. 558). It contains recommendations developed by the committee of conference on the disagreeing votes of the two Houses of Congress on the amendment of the Senate to the bill (H.R. 558) to provide assistance to protect and improve the lives and safety of the homeless with special emphasis on the elderly, handicapped, and families with children. Material is included which is intended to replace material submitted by the Senate amendment to the bill. Following the changes in the bill, there is a joint explanatory statement of the committee of conference submitted to the House of Representatives and the Senate in explanation of the effect of the action agreed upon by the managers and recommended in the conference report. Differences between the House bill, the Senate amendment, and the substitute agreed to in conference are noted in the statement. (NB)
