The status of efforts to integrate women into the development assistance projects and programs funded by the U.S. government was the subject of this hearing. Representative Elizabeth J. Patterson, Democrat from South Carolina, pointed out that women in developing nations must work 17 hours per day for the survival of their families. Testimony was given by Dr. Irene Tinker, director of the Equity Policy Center, who reviewed the strategies followed by the Agency for International Development (AID), the World Bank, and United Nations agencies to integrate women into development policies. Elise Fiber Smith, the Executive Director of the Overseas Education Fund (OEF) International, discussed the strengths and the accomplishments made by private voluntary organizations (PVO's) in improving the participation of women in the development process. Mary Hill Rojas, president of the Association for Women in Development, discussed the importance of gender factors in agricultural production and strategies to improve low resource farmers access to extension, credit, and other development resources.
