Many of the inquiries and statements reveal a coverup effort in which the dates were changed on complaints and investigations to make it appear that the OCR was fulfilling its mandates. Representatives from the Department testified that although some of the allegations were true, each case had a plausible explanation and was a minor break from policy or practice. They stated that there was no systemic effort to circumvent the law or the duties of the OCR. (VM)
