This document presents witnesses' testimonies and prepared statements from the Congressional hearing called to examine the problems of Americans, mostly elderly persons, who need home health care. Opening statements are included by Senators John Melcher, John Heinz, Bill Bradley, John Chafee, Harry Reid, John Glenn, Dave Durenberger, and Quentin Burdick. Prepared statements are included from Senators John Melcher, Richard Shelby, and Alan Simpson. Pearl Tolbert, Mary Summers, and Nilda Grudza discuss the problems of home care from the perspectives of the victim and the family caregiver. Two registered nurses who provide home health care, Cathy Beard and Barbara Lutton, describe their experiences in working with homebound patients. Charles Wells, Administration on Aging (AOA), discusses the Older Americans Act and the role of the AOA in providing home care services to older adults. Louis Hays, Health Care Financing Administration, addresses home health care quality assurance. Donald Nicholson, Assistant Inspector General, United States Department of Health and Human Services, presents findings from the study, "Home Health Aide Services for Medicare Patients," noting failures in carrying out the law related to home health care and the failure of Medicare requirements to meet home care needs. Ann Mootz provides testimony on behalf of the National Association for Home Care, and Jane Anderson provides testimony on behalf of the National Association of Area Agencies on Aging. Testimony pertaining to hearing issues and follow-up answers to questions are appended. (NB)
