During the spring of 1987, the National Conference of State Legislatures awarded the Nebraska Legislature a cost-sharing award to study local school evaluation processes. Embodied in Legislative Resolution 181, which has the purpose of studying school evaluation procedures, the study attempts to provide legislators, educators, local school officials, parents, and others with information on the means by which local schools evaluate themselves and are evaluated by others, the use of evaluation results by interested parties, and the means by which the Nebraska legislature evaluates state schools through the current locally-fed state-consumed data collection and retrieval system. The study involved a review of the literature on school assessment and evaluation, an examination of assessment and evaluation processes in other states, an analysis of Nebraska's accreditation and approval processes, a survey of 350 accredited school districts, field interviews and visits in school districts undergoing accreditation, and critiques of the study's progress by educational experts. In addition, public hearings were conducted and the Nebraska Unicameral held the first annual Nebraska Legislative Issues Symposium in Omaha, where education was a major issue. Fourteen attachments include the Nebraska Legislature's Role and Mission Statement for Public Schools; the school district survey questionnaire and results; a chart showing educational indicators and the location of information in Nebraska; a report by the state department of education on performance based accreditation; an article by Dr. Robert D. Brown on program evaluation myths; three Legislative Issues Symposium briefing reports; and extracts from relevant legislation. (TJH)
