The Educational Excellence Act of 1989 is a bill designed to provide excellence in American education. Seven specific legislative initiatives are aimed at fulfilling this principle: (1) Presidential Merit Schools program; (2) Magnet Schools of Excellence program; (3) the Alternative Certification of Teachers and Principals program; (4) President's Awards for Excellence in Education; (5) Drug-Free Schools Urban Emergency Grants; (6) National Science Scholars program; and (7) Historically Black Colleges and Universities grants.
