In 2003, Congress was scheduled to reauthorize Head Start, a federal-to-local grant program for the provision of early childhood education and comprehensive services, including health, nutrition, parental involvement, social, and other services, for low-income preschool children and their families. This document provides section-by-section analysis of the 117-page Senate bill. This document seeks to explain provisions of the bill and highlight questions about the intent and effect of particular provisions. The following are included in this document: (1) An overview summary of the provisions of the Senate HELP Committee bill; (2) A brief summary of key similarities with and differences from the House bill; (3) a table of contents for this analysis; and (4) A section-by-section analysis of the bill.
