A survey of community concerns was administered to 674 households in Birmingham, Alabama. Survey questions focused on the costs of goods and services, crime, welfare and other social aid, local government, housing, education, police community relations, health, unemployment, and income. High costs of utilities, health care, and housing were of greatest concern to respondents. Opportunities to obtain training and skills were seen as the key to higher paying jobs. In addition, respondents felt that government payments such as welfare and unemployment compensation were unrealistically low. Among local institutions, about which questions were asked, only health care institutions were seen by respondents as doing a satisfactory job. The police were seen as brutal and untrustworthy; schools are not relevant to today's needs and too athletically oriented; social services were under-utilized and perceived as too distant and too wrapped in red tape; and local government was considered to be inaccessible to the average citizen.
