This second volume of the Head Start Program and Cost Data Analysis Final Report analyzes data from sources other than the Head Start Program Information Report (PIR). The report is divided into three sections: Distributional Impact of Head Start Financing, Pilot Study of Program Compliance, and Recommendations for Secondary Data Analysis. The appendix gives a description of the distributional impact data. Data from the U.S. Census Bureau's "Survey of Income and Education: 1975" were used to determine the number of children eligible to participate in the Head Start program for each state and federal region. The geographical distribution of the eligible population was then compared with the actual distribution of Head Start enrollees. In addition, an exploratory study of Head Start program compliance was conducted to determine if program compliance differs according to various program characteristics including costs per child, enrollment, size, child/staff ratios, and type of program. These data were collected by means of the Performance Standards Self-Assessment and Validation Instrument (SAVI). The SAVI is designed to assess compliance with Head Start performance standards for nearly 400 items in various areas of program operation (education, health services, social services, and the like). Recommendations for both the distributional impact and program compliance analyses are presented. (Author/SS)
