The Connecticut Mastery Test was designed to assess specific skill levels of students by measuring performance on various learning objectives that students can be expected to master. The grade 4 Connecticut Mastery Test, given for the first time in the fall of 1985, provides information which can be used to improve instruction and the basic skills in mathematics and language arts. This report covers: (1) the legislative background; (2) the mastery test development process, including test construction, pilot tests, surveys and mastery test content; (3) setting mastery standards by objective, including remedial (grant) standards; (4) test administration and scoring, including testing guidelines, scoring of the language arts and mathematics test, scoring of the writing sample, analytic scoring, and scoring of the Degrees of Reading Power (DRP) test; (5) reporting of the school district test results; and (6) Fall 1985 statewide mastery test results for mathematics and language arts, with test results by district and participation rate results.
