NJEA Study of Urban School Environments.
This report summarizes the results of a telephone survey of New Jersey Education Association (NJEA) members. The purpose of this study is to identify problems affecting the education of children in New Jersey urban school districts and make recommendations for improvement. First, the design of the study is described, and then the report is organized around findings in these areas: demographic characteristics; adequacy of resources; work environment; employee/student recognition; the learning environment; school problems; the educational program; basic skills deficiencies; career choice; and job satisfaction. A list of demographic highlights of the participants in the study is included. Most of this report consists of statistical tables. The study identified these major problems: (1) large class size; (2) no reasonable limits on the number of students with special needs placed in regular classrooms; (3) inadequate number of guidance counselors, substitute teachers, and classrooms; (4) lack of support from parents for teachers' efforts; (5) large number of students from problem home environments and lacking basic skills; (6) high failure rate of students on standardized tests; and (7) frequency of student absenteeism. Appendices include the survey form, a table of approximate sampling tolerances to use in evaluating results, and a list of the 29 New Jersey school districts identified as urban. (KH)
