This document reports and analyzes information on Colorado charter schools for the 1999-2000 school year. Thirteen parts cover various aspects of these schools: (1) "Introduction"; (2) "The Colorado Charter Schools Act"; (3) "Disposition of Appeals by the State Board of Education"; (4) "The Characteristics of Colorado Charter Schools"; (5) "Characteristics of Colorado Charter School Students"; (6) "Governance of Colorado Charter Schools"; (7) "Colorado Charter School Teachers and Administrators"; (8) "Charter School Efforts to Create Safe and Civil Learning Environments"; (9) "Student and School Performance in Charter Schools"; (10) "Charter School Profiles"; (11) "Waivers"; (12) "Financial Issues in Colorado Charter Schools"; and (13) "Lessons Learned by Charter Schools and Ongoing Technical Assistance Needs." Highlights for the 1999-2000 school year include: 69 charter schools operated in the state, which represented 4.3 percent of all public schools; 16,358 students were enrolled, representing 2.3 percent of total public-school enrollment; the average student-to-teacher ratio was 16.4 to 1; more than 60 percent of the charter schools used a recognized national reform model as the foundation of their educational program; parent involvement was generally high, sometimes extraordinarily so; racial/ethnic minority students made up 26.6 percent of the total charter-school enrollment. An appendix contains the 1999-2000 Colorado Charter Schools Evaluation Study Data Matrix and a 2000 Colorado Charter Schools Evaluation School Questionnaire. (RT)
