Intellectual Freedom and Viewpoint Diversity: 2024 Florida College System Institutions

During the 2021 legislative session, House Bill (HB) 233 amended sections (s.) 1001.03 and 1001.706, Florida Statutes (F.S.), to define the terms "intellectual freedom and viewpoint diversity" and "shield." The bill also added a requirement for Florida College System (FCS) and State University System (SUS) institutions to conduct an annual assessment of intellectual freedom and viewpoint diversity. To implement the provisions of s. 1001.03(19), F.S., two surveys in 2022 were developed. The first survey was a 21-question multiple choice instrument whose audience was students. The second survey was a 24-question multiple choice instrument whose audience was employees. The two surveys were identical for the SUS and FCS. In 2023, two survey instruments were designed to assess the extent to which students and employees feel free to express their beliefs and viewpoints on campus. The first survey was a 53-question multiple choice instrument whose audience was students. The second survey was a 46-question multiple choice instrument whose audience was employees. The two surveys were identical for the SUS and FCS. In this summary, the 2023 intellectual freedom and viewpoint diversity assessments for the FCS have been compiled for publication.
