A summary of the writing assessment programs reviewed in this journal is presented. The problems inherent in the programs are outlined. A coordinated research program on major problems in writing assessment is proposed as being beneficial and cost-effective. (DWH)

A conceptual analysis of gain scores and a technically sound procedure for using such scores to compare different instructional programs are presented. The procedure proposed makes use of an index called Rescaled and Adjusted Gains within Strata (RAGS), together with a flexible but explicit procedure for score analysis and reporting. (LC)

The three general categories that encompass the legitimate uses to which test data can be put (i.e., public reporting at the local, state, or regional level; identifying needs and allocating resources; and making judgments about promotion and graduation) are identified and examples are offered of policymakers' use and misuse of test results.
