Besag, Frank; Greene, Jeffrey Bart – Journal of Correctional Education, 1985
While studying testing programs in juvenile incarceratory facilities, the authors found that there may be racial bias in the tests, test items, and in the interpretation of the tests. This article presents new data that have emerged from their original study. The focus is on performance on standardized norm-referenced tests. (CT)

Noggle, Nelson L. – 1979
The potential use of criterion referenced tests (CRT) and norm referenced tests (NRT) in the same testing program is discussed. The advantages and disadvantages of each are listed, and the best solution, a merging, is proposed. To merge CRTs and NRTs into an overall testing program, meaningful and useful to all levels, consideration must be given…

Burstein, Leigh – 1990
This paper contends that, apparently, the patterns of above-norm performance that J. Cannell (1987) reported exist, although the extremity of his "Lake Wobegon" effect is perhaps overstated. The use of outdated test norms and other practices has been identified as a partial explanation for the reporting of "above-average"…

American Association of School Administrators, Arlington, VA. – 1989
A wave of criticism has been leveled at standardized achievement tests of basic skills. Part of the debate concerns the types of tests administered, such as the Standardized/Norm-Referenced tests, Criterion-Referenced tests, Minimum Competency tests, National Assessment of Educational Progress tests, alternatives to standardized tests, IQ tests,…

This document contains five papers describing the customization of the achievement testing program for Palm Beach County (Florida) Schools. They are as follows: "Customized Achievement Testing Programs" (S. Jean Jolly); "Using the Rasch Model to Develop Curriculum-Referenced Norms" (R. Robert Rentz); "Matching Standardized…

Phillips, Gary W. – Educational Measurement: Issues and Practice, 1990
In 1987, a survey report by J. Cannell was published criticizing state reports based on national standardized testing of elementary school students that indicated that all 50 states were above the national average. This phenomenon--known as the "Lake Wobegon Effect"--is analyzed. Technical problems with the study are considered. (TJH)

Keene, John M. – 1988
Increasing numbers of state-mandated testing programs have resulted in the selection of norm-referenced tests (NRTs) for statewide assessment. Adaptation or customization of existing tests has become a viable solution for individual programs. Changes in test instruments have arisen from the behaviorist approach and mastery learning, minimum…

Porter, Andrew C. – 1990
The measurement dilemmas involved in assessing the national educational goals established by the President and governors at the 1989 education summit are discussed. The first and most important choice is what to assess and whether to align assessment to the vision of curriculum reform or to the curriculum that students are actually experiencing.…
