Surveys the civil rights agenda in New York City, especially police-Black community relations and the pressure to open men's clubs to women. Argues that Blacks and women's leaders reliance on courts and local legislatures sometimes leads to distortion of legal principles and traditional civil rights values and objectives. (RDN)
