This report was prepared for the Wisconsin State Legislative Council's Special Committee on Community Corrections Issues. It provides background information on the Wisconsin prison system for adults and the Wisconsin community corrections system for adults. Part I examines the prison system, focusing on administration of the system, sentencing procedures, inmate assessment and evaluation, and parole determination. Presentence investigations, sentencing guidelines and scoring, incarceration, and probation are discussed in the section on sentencing procedures. The section on parole determination describes discretionary parole, special action release and extra special action release, and mandatory release. Part II looks at the community corrections system. It presents information on administration of the system, probation and parole classification, case management classification, supervision of probationers and parolees, programs and services for female offenders, revocation of probation and parole, and the use of county jails. Five appendices include relevant sections of the Wisconsin Administrative Code, an organizational chart of the prison and correction systems, a client risk, classification form, and a directory of resources for women offenders in Wisconsin organized by region and county.
