Effective practice reviews (EPRs) are described as used in evaluation studies for the Office of Evaluation and Inspections, a component of the U.S. Department of Health and Human Services. The efforts of a committee to involve stakeholders, faculty in a department of nursing, in a program evaluation for accreditation, are described. Experiences over a five-year period are described, with an emphasis on strategies that fostered success. Implications for other educational evaluations are reviewed. (SLD)

This case study describes an unsuccessful research proposal submitted in response to a request for applications for projects to implement and evaluate up to 18 innovative programs for homeless persons with alcohol or other drug problems.
