The purpose of this report is to describe the development of the input/output governance model at Los Medanos College and to explore the governance issues pertinent to all community colleges. Considerations in creating the model included the issue of authority and responsibility in terms of legal sources, the authority and accountability hierarchy, multiplicity of input, decision-making, and confusions on authority and constituency sources; curriculum as a determinant in governance; the distinction between instruction and service officers; an integrated view of community services; and student government. The model depends on 11 factors: establishing a high structure college posture to achieve defined goals; developing compatability with and support for college curriculum; cherishing and capitalizing on participatory input; making the president's decision-making authority legally and logically clear; recognizing institutional over individual will as the ultimate priority; shortening communication lines and giving assurance that everyone is informed; creating a flattened, lean hierarchy; decentralizing the student personnel function; largely erasing the demarcation between academic and career education; integrating day and evening programs as well as community services with curricular offerings; and doing away with departments and divisions by substituting cluster organization. Policy inputs, management philosophy, organization, and function, and the role of the president are reviewed. (TR)
