Deniston, O. Lynn – Evaluation and Program Planning: An International Journal, 1980
Program evaluation must be practiced by all members of all trades, disciplines, professions, or any other group of people whose efforts are aimed at making a difference. There is a role for "content free" evaluation methodology resources, but not for a professional "content free" evaluator. (RL)

Smith, Nick L.; Caulley, Darrel N. – Evaluation and Program Planning: An International Journal, 1979
Literature on the generalizability of program effects focuses on the a priori development of evaluation designs which enable certain generalizations to be made. Secondary analysis procedures which can be employed using existing evaluation data to estimate a program's generalizability when follow-up field studies are not feasible are suggested.…

Lawrence, John E. S.; Cook, Thomas J. – Evaluation and Program Planning: An International Journal, 1982
It is argued that the information needs of stakeholders should be incorporated directly into the formulation of evaluation objectives, and the design of the evaluation. Satin, David George; Saxe, Leonard – Evaluation and Program Planning: An International Journal, 1979
Three models of evaluation emerge: objective and independent, objective but serving one interest, and pseudo-scientific public relations. Evaluation of an interdisciplinary mental health education program and roles must all be attended to or the weak link undermines the rest. (Author/RL)

McCorcle, Mitchell D. – Evaluation and Program Planning: An International Journal, 1984
This critique examines Tellado's account (TM 510 179) of his evaluation of a problem-solving program. The program was apparently successful but did not survive. By examining the program as an organizational change intervention, several problems are uncovered regarding its design, implementation, evaluation, and institutionalization. (Author/BW)

Engel, David E. – Evaluation and Program Planning: An International Journal, 1984
Tellado's evaluation of a problem-solving skills training program (TM 510 179) needs to be defined in terms of a client for the evaluation. It may also have implications for earlier intervention in problem-solving skills. Further research about the role of linguistic skills in developing problem-solving skills seems warranted. Fleischer, Mitchell – Evaluation and Program Planning: An International Journal, 1984
Two main themes are found in the previous critiques (TM 510 180, TM 510 181, and TM 510 182) of the Tellado evaluation (TM 510 179): that Tellado lacked a clear audience for his evaluation and that he lacked an appropriate change orientation. A major problem with utilization-focused and stakeholder-based approaches to evaluation is revealed.…
