It is suggested that Community Mental Health (CMH) should be more involved in the development of comprehensive behavioral services, which is now taking place outside the traditional mental health environment. Implications for CMH planning and financing are discussed, drawing upon a selective literature review and clinical illustrations. (SLD)

A methodology for a client-centered assessment of human services needs in a community is described. While the procedures were developed for identifying service needs for substance abusers, with some modification, they can be used in a needs assessment for any social or health problem. (TJH)

The nine articles of this special section focus on the role of evaluation in the reform of the mental health system in Washington. The reform process is described from its inception through its design to the dissemination and utilization of evaluation results. The final article considers implications for statewide evaluations.
