Oversight is defined in a broad manner, encompassing a wide variety of mechanisms within the mental health field. An overview of the theoretical concepts of capitation, a method of paying a provider a fixed price per person served, is presented in conjunction with practical lessons from the literature documenting capitation efforts in public mental health. It is suggested that Community Mental Health (CMH) should be more involved in the development of comprehensive behavioral services, which is now taking place outside the traditional mental health environment. The self-selection problem in program evaluation is explored, and two ways of addressing it, covariate control approaches and two-stage sample selection models, are described.
