A methodology for a client-centered assessment of human services needs in a community is described. While the procedures were developed for identifying service needs for substance abusers, with some modification, they can be used in a needs assessment for any social or health problem. (TJH)

A method is described for increasing residual degrees of freedom in a community experiment without substantially increasing cost or difficulty by dividing experimental subunits into batches.
