A model is presented for analyzing the cost benefits of a school reorganization in which ninth graders are moved to senior high schools and sixth graders to junior high schools. In a three-year cumulative study, more than 1,000 children were observed either in randomly arranged preschool classrooms or in classrooms deliberately arranged to promote learning.
