Describes computer-based software and network systems for application to serials and government publications. General and specific functional requirements (hardware, software, file structure) are discussed, and descriptive information about commercially available serials control systems and a list of distributors are provided. Libraries need to adapt their systems for the collection, preservation, organization, and distribution of information to take advantage of new technology and communication tools. Libraries that successfully adapt these systems will become a more central institution in the community served. (AEF)
