Identifies and analyzes major factors that affect industrial arts: (1) shortage of qualified teachers, (2) difference in the rate of change between technology and education, (3) lack of professional leadership, and (4) teacher education programs using a dichotomized approach to prepare teachers. The Graduate Resident Program is an extended professional teacher education program which includes a masters degree and coursework related to teaching and learning. Its prime focus for teaching and learning is the induction component which takes place in the classroom. The resident concept is aimed at the integration of theory and practice. (JN)
