Analysis of the State University's Criteria for Approving Permanent Upper-Division and Graduate Off-Campus Centers. A Report to the Governor and Legislature in Response to Senate Bills 785, 1060, and 1103 (1985). Commission Report 86-19.

Eleven criteria that must be met prior to establishing permanent state-owned facilities for upper-division/graduate off-campus instruction through the California State University were assessed. The 11 criteria, which were developed by the trustees, were evaluated by the California Postsecondary Education Commission within the context of the Commission's own criteria. The criteria concern: probationary operation, impact on other colleges, minimum enrollment, considerations of alternatives, cost-benefit analysis, an academic master plan, the ratio of full- to part-time staffing, state general fund support, academic resources of the sponsoring campus, involvement of other campuses, and community support. With two exceptions, it is concluded that the criteria approved by the trustees provide an effective framework for the evaluation of permanent off-campus centers. When combined with the Commission's criteria, important aspects of a proposal will likely be adequately reviewed. The Commission's criteria are explained in the appended report "Guidelines and Procedures for Review of New Campuses and Off-Campus Centers." Also appended is a "Status Report on Studies Concerning Establishment of Permanent Off-Campus Centers in Contra Costa, Ventura, and Northern San Diego Counties."
