Simultaneous evaluations of the existing Department of Veterans' Affairs pharmaceutical distribution system and an alternative "prime vendor" distribution concept in the private sector were conducted. After a mailed questionnaire and two follow-ups, hard-core survey nonrespondents were contacted to ask why they had not responded and what they would have answered had they responded. The application of a newly developed instrument for the assessment of patient function in rehabilitation is discussed. The 18-item Functional Independence Measure (FIM) was used to rate 187 patients requiring inpatient rehabilitation.
