Recently, governments have become interested in assessment as a key mechanism for monitoring and intervening in the educational process. Problems in implementing new approaches to assessment in the context of national testing and evidence from a new national test are illustrated through the National Assessment of England and Wales. The background of practice and ideology that led to the national curriculum and national assessment in England and Wales is traced, along with the development of national assessment policy. The breakdown, which has resulted in teachers who refuse to conduct the prescribed testing, is described. (SLD)

Data for third, sixth, eighth, and twelfth graders from the 1983-84 California Assessment Program are presented to support a new theory on the relationship between the size and performance of school systems. Size appears to be related to the socioeconomic status and performance of schools and school districts. (TJH)

Current national efforts to expand the role of educational assessment and change the nature of assessments are discussed. Rationales for expectations that a new national examination would spur educational reform are analyzed; and the challenges of performance-based assessment, particularly in its validation, are examined.
