A Strategic Model for School Reform in South Korea

This study proposes a strategic model that schools can adapt their goals and pace of innovation to meet different needs and challenges in their school settings. Based on literature review, field visits, one-on-one and focus group interviews with primary and secondary school teachers and principals, and expert consultations, the model consists of 10 areas of innovation (i.e., school vision, culture, leadership, curriculum and instruction, professional development, and etc.) To expedite systemic school reform processes, stakeholders are encouraged to self-diagnose their strengths and weaknesses in each area and customize their roadmaps for their change efforts to sustain. The study concludes with implications for providing directions and guidance for public school reform and suggestions for future research.
