Leaders of urban public universities and many state legislators are challenging the high status of states'"flagship" institutions, saying local institutions can serve local needs best, and are unwilling to defer to premier research universities in requests for general support and new programs. A national survey shows that the total number of foreign students from all countries rose almost two percent to reach a record number, but the undergraduate foreign enrollment declined by three percent. More institutions enrolled foreign students, and the top six nations sending students were all Asian. (MSE)

Rural areas have difficulty attracting physicians, and they also send fewer students to medical schools than do urban areas. A program at the University of Washington's medical school known as WAMI--for Washington, Alaska, Montana, and Idaho--is trying to combat that problem. (MLW)
