AIDS education is seen as the moral and ethical obligation of colleges and to be effective it must be aimed at changing behavior and repeated in different formats. Rutgers University's alcohol and drug abuse program aids New Jersey college students while they live in special facilities and continue to attend class. Previously, students referred to off-campus clinics had to choose either recovery or college. However, some say help with addictions is not a college responsibility. (MSE)

The McKnight Foundation presented a plan to Florida state higher education officials to create a perpetual fund to help support Black students pursuing doctoral degrees. The Florida Endowment Fund concentrates on those students whose grades are good but whose test scores may not be. (MLW)
